I had an Amazon Box connected to my HDTV via HDMI, but it was a hassle to manage (updates, adding apps, etc.), and I can watch anything from Amazon Video via my browser anyway. Nevertheless, I do not recommend (nor do I own) Smart TVs. Some newer HDTV's come with a Chromecast built into it. Casting is another thing altogether, not related to a TV being "Smart" or not. Select the left most tab that you want to split off into another browser window. A scissor icon will be added to the right of the URL address bar.

There is no program or app to cast without a device. Google Chrome Tab Scissors gives the option to split the Chrome browser window into two separate equal halves on the screen. To be more specific: A Smart TV is just able to connect (via WiFi or ethernet) to an in-home internet service, wherein you can stream directly via whatever App you use built into the Smart TV. I personally do not use in-home WiFi, so no casting here! Many laptops now come with an HDMI-out port. To cast (or wirelessly connect) from any PC/laptop to most any HDTV, a device is obviously necessary a Chromecast is cheap, and then you can cast a tab (or the entire browser), but from Chrome browser only, and, casting only works over a WiFi signal, so there's that too. For starters, your Google Chromecast cannot connect unless it is on the same Wi-Fi network as your phone or tablet.
To begin using the software, simply do the following 1) Install our software extension 2) Click on the extension icon 3) Choose the layout ratio you wish to use for this split screen extension 4) Our software will. I have not had a computer monitor in nearly 2 decades. This extension is useful for users who do not have dual monitors and want to split their browser windows into different sections. I split-screen onto 2 Sceptre 50" HDTV's.
The newer NUC's use USB-C out, with up to 3 separate screens (monitor or HDTV). Wow! My HDTV is my monitor/s! I use a NUC-PC (2 of them in different locations) and they both have a DisplayPort-out and an HDMI-out.
